Review of Obstructions Policy

Obstructing the highwayStockport Metropolitan Borough Council is currently performing a review of their Obstruction Policy for the borough, including the town centre, the district centres, neighbourhoods and local centres and Marple Business Forum is pleased to be involved in the consultation process.
 
The policy aims to clearly identify what is considered to be an obstruction, protect the rights of the public to use the highways and identify how obstructions will be dealt with. The review of the Obstruction Policy has been broken down into separate categories with specific aims and objectives for each section.
 

Advertising Boards and Trade Goods on the Highway

  • Ensure that the highway remains passable for all users.
  • Issue permission for A-boards and trade goods at appropriate locations.
  • Control A-boards and trade goods by removing obstructions.
  • Address repeat problems.
 
Highways Café Policy
  • Ensure that the highway remains passable to all users.
  • Control locations where seating can be put out.
  • Control layout to minimise public risk.
 
Skips, Scaffolding, Hoardings and Containers
  • Ensure that skips, scaffolding, hoardings and containers are placed appropriately on the highway.
  • Ensure that the relevant safety standards are met.
  • Ensure that the appropriate insurance is in place.
